The building was designed with altruism in mind, consolidating the spatial requirement for academic and industrial development. The large olive tree is retained in front of the hydraulic engineering test site, as well as several large trees surrounding the building. Today, they symbolize ships, waves, and sun and are a testament to the eco-friendliness of the building. Subsequently, the laboratories fully utilize recycled and reclaimed water.
秉持「上善若水，水善利萬物而不爭」的精神，整合學術發展與海洋水利產業需求，並保留原來水工試驗場前的大欖仁樹，建築依傍老樹，表現出大船、水波和陽光的意象，亦是一棟友善建築，內部實驗室的所有水資源全部回收再生利用，不浪費一滴水。
